POSITION DESCRIPTION & CANDIDATE SPECIFICATION
The Title : Project Chief Engineer
Location : PRC - located at a particular terminal development
The Company : Our client is a Hong Kong based company which provides physical gateway for the containers and cargo flows.
Established in 1969, the company quickly proved to be a major player in an industry which was to grow to impressive proportions in the coming decades. By 1972, the company had built Hong Kong's first custom designed container terminal. This was the forerunner of the Hong Kong container shipping industry and it established our client as the industry leader.
Purpose of the Job:
To ensure that the specification/design of the terminal to be developed is in line with industry best practice and the company’s own standards and to establish a realistic estimate of time, cost and resource for its construction.
As part of the process of getting approval for terminal development, many surveys, plans and designs need to be submitted to PRC authorities. Once submitted, it is difficult to change these submissions (though detail can be added). The key role of this position is to ensure that such submissions are made in a timely manner are high quality, in particular that they result in a terminal that is world class and profitable.
Functional Coverage:
l Manages the work of engineers in the company and consultancies to deliver surveys, plans and designs as part of governmental and other submissions
l Acts as Design Authority on the terminal design to ensure that the progressively embellished design is world-class, fit for purpose and embodies features needed by the company and reflects the local circumstances
l Assures quality of all engineering related submissions to government and others
l Establishes the project time, cost and resource estimates to be part of the investment-grade business case and board submissions
Key Output:
l Prepares engineering management plan for the bid, and manages engineering input on a day by day basis
l Specifies, procures and manages engineering consultancies
l Secures and manages engineering input from across the group
l Prepare and signs-off designs, plans and engineering specifications related to the terminal
l Prepares estimates and plans for the terminal construction stage
Decision-Making Authority:
l Design authority for the terminal specification and design
l Final approval on the engineering content of all government submissions
l Approves the construction project cost estimate, resource plan, scope and timeline.
Requirements:
l Over ten years experience in engineering and construction
l Previous construction experience in PRC is preferable
l Evidence of knowledge of terminal facilities, infrastructure and technology
l At least 2 year in a design authority role
l Qualifications: Chartered engineer or equivalent, Degree in civil or mechanical engineering
